Benicia ACS/RACES Simulated Emergency Test (S.E.T.)

(Auxiliary Communication Service / Radio Amateur Civil Emergency Service)

0900-1200 hrs


Objectives:
1) To train Benicia's Ham Radio operators in radio traffic message handling under simulated emergency conditions.
2) To burn-in and evaluate Benicia's new UHF ACS/RACES repeater under continous duty use.


Scenario
A flood has caused severe damage from Benicia's waterfront all the way up to J Street and encompassing both the East and West sides of the city. Rancho Benicia and the lower parts of the city have been totally flooded and residents have been safely evacuated to several shelters. Many emergencies exist across town but the focus is on just one - along with several support services that might typically be activated. A serious life threatening situation exists in the area near the condos at the bottom of East Fifth Street. Rising water has created an island trapping condominium residents. The BERT team captain is on the island but has no communications. The Fire Chief has arranged to transport an ACS/RACES radio team to the island to partner up with the BERT leader. The EOC has been activated. Several shelters have been opened. A MASH type hospital unit has been set up at Matthew Turner School. City Hall is managing health and welfare inquiries, missing person and animal reports, shelter occupant lists and volunteer coordinating.


Assignments
In this simulation, in additional to the East 5th St assignment, Ham Radio teams are assigned to the following locations:
· Benicia High School Shelter
· Clocktower Shelter
· City Hall Human Resources and Volunteer Coordinator
· Matthew Turner School - Citywide Medical Collection Point, a MASH type field hospital.
· Net Control Station (NCS) as a Communications Center in a motorhome at Benicia Middle School.
· Benicia Emergency Operations Center Ham Radio facility at Fire Station 11.


Teams
A pair of Radio Operators, one to work the radio and one to be the scribe, are assigned to each location. Additionally, a simulated facility manager or BERT team leader is at all locations except the NCS and EOC. This manager feeds the radio operators each radio order as events unfold at the designated times as provided in their personalized script. The manager is not to reveal in advance what happens next or later. Doing so would compromise the effectiveness of this drill. If possible, have the two radio operators in the front seat and the manager in the rear seat or in an adjacent vehicle paked driver's window to driver's window. Radio operators switch duties at 11:00 AM as do the vehicles with two managers.

At the site
Please go directly to your assignment and check in with NCS at or before 10:00 AM. Once on site, managers will open their packet. You may all drive to the site in one vehicle or separately. Your choice, but make sure you know where to meet at the site. We will not have access to the buildings. The police department and the watch commander, have been notified in advance that we will be at each site conducting the drill.


The drill concludes at noon. Do not fret if you do not complete all of your scenario.
